Towel Rail Valve Advice please (35 Characters needed.)

I have had a look at previous posts and think I know the answer to this but just before I make it worse could I just check what you think about this one.

Granddaughter just moved house and this valve decided to leak when it was closed.
When open its fine.
Normally I have repacked the gland on radiators valves but I read that Towel Rail valves may not be able to be repacked?

My first problem is how to remove the cap (Towel Rail valves in our own house have a screw to hold cap in place) - Is this one just a push fit and needing a bit of persuasion to get the cap off, so I can see if the valve is re-packable?
The cap is fairly thin metal, that has been painted in the past.

Thanks for that info. Shaun - went to take a look today and the cap is actually all one piece - no end piece to unscrew.
Had a gentle tap at the cap (from the open end) with a piece of wood and hammer to try and get some movement but unfortunately no joy.

Would you have any other suggestions please?

Change the valve
